Biden-Harris Administration Announces $11 Billion for Hudson River Tunnel Project
The new and rehabilitated tunnels are expected to open by 2038, providing significant capacity expansion for Amtrak and NJ Transit trains.
New York, July 8, 2024 / USDOT / – The Biden-Harris Administration has committed $11 billion to the Hudson River Tunnel project, a major infrastructure initiative funded by the Bipartisan Infrastructure Law. This project will construct a new rail tunnel between New York and New Jersey and rehabilitate the century-old North River Tunnel, which was damaged by Superstorm Sandy in 2012.

Key announcements:
- FTA Grant: The Federal Transit Administration signed a $6.9 billion Full Funding Grant Agreement, the largest in its history.
- RRIF Loans: Transportation Secretary Pete Buttigieg approved $4.1 billion in low-interest loans through the Build America Bureau.

The Hudson Tunnel Project includes:

- Rehabilitation of the North River Tunnel.
- Construction of a concrete casing at Hudson Yards for future connections.
Additional USDOT support includes:
- $3.8 billion through the Federal Railroad Administration.
- $1 billion from Amtrak annual grants.
- $25 million from the RAISE program for the Tonnelle Avenue Bridge Project.
- $292.1 million from the MEGA Grant program for the Hudson Yard Concrete Casing Phase 3 project.
